How Can You Get a Valid Permit to Drive in Sri Lanka as a Tourist?

[Updated in April 2025]: As of 1st April 2025, there have been changes to the application of Sri Lankan motor traffic laws for foreigners. This article has been updated to reflect these changes.

What Has Changed?

Sri Lankan law mandates that all foreign nationals who wish to drive in Sri Lanka must have their International Driving Permit (IDP) or home country driving licence verified and endorsed locally. This verification process is commonly referred to as obtaining a Sri Lankan Recognition Permit or a Temporary Driving Licence.

Although there were previously plans for the Department of Motor Traffic (DMT) to offer this service at the Bandaranaike International Airport, those plans are no longer in effect. As of now, there are only two official options available for foreign drivers in Sri Lanka.

Your Two Options for Driving in Sri Lanka as a Foreigner

Option 1: Endorsement of Your IDP by the Automobile Association of Ceylon (AA Ceylon)

If you already have a valid International Driving Permit (IDP), you can get it endorsed locally by AA Ceylon in Colombo. This endorsement legally allows you to drive in Sri Lanka.

✅ Pros

  • Fast and convenient – over-the-counter service takes as little as 30 minutes.
  • No need to be present – a representative or rental car company can handle the process for you.
  • Support from car rental companies – providers like Malkey Rent A Car can assist in securing your permit even before arrival.
  • Central location – the AA Ceylon office is in the heart of Colombo.

❌ Cons

  • Slightly higher cost than a temporary DMT permit.
  • IDP required – you must already possess a valid International Driving Permit from your home country.

📄 Required Documents

  • A copy of your valid International Driving Permit (IDP)
  • Copies of your passport (photo page + Sri Lankan visa page)

Scanned copies are acceptable if applying via a representative.

Option 2: Temporary Sri Lankan Driving Permit from the Department of Motor Traffic (DMT)

If you do not hold an International Driving Permit (IDP), you must obtain a Temporary Sri Lankan Driving Licence issued by the DMT, located in Werahera, about 30–45 minutes from central Colombo.

✅ Pros

  • No IDP required – you can apply using your home country licence.
  • May be cost-effective compared to the AA endorsement route.

❌ Cons

  • In-person visit required – you must be physically present.
  • Longer processing time – expect 30 minutes to several hours, depending on the crowd.
  • Less convenient location – DMT Werahera is outside central Colombo.
  • Multiple steps – the process may require visiting several counters within the office.

📄 Required Documents

  • Original home country driving licence
  • Original and copies of passport (photo page + Sri Lankan visa page)

If your licence is not in English, a certified translation is required from your embassy or relevant authority

Reminder: Check Sri Lankan Public Holidays

Before visiting either AA Ceylon or the Department of Motor Traffic, check the Sri Lankan public and mercantile holiday calendar to avoid closures. Both offices operate Monday through Friday, but may be closed on national holidays.

Why You Shouldn’t Skip Getting a Driving Permit in Sri Lanka

Whether you’re planning a quick holiday or an extended stay, having the correct driving documentation is essential for anyone looking to drive legally in Sri Lanka. Here’s why securing a recognised permit matters:

✅ Legal Compliance

Driving without a valid permit — whether it’s a Temporary Sri Lankan Driving Licence or an endorsed International Driving Permit (IDP) — can result in fines, legal penalties, or even issues with law enforcement.

✅ Required by Car Rental Companies

Most reputable car rental providers in Sri Lanka, require drivers to present a recognised and valid permit before releasing a vehicle. No permit, no keys.

✅ Insurance Coverage

Many vehicle insurance policies in Sri Lanka only cover drivers who hold a valid, legally recognised driving licence or permit. Without this, you may not be covered in case of an accident or damage.

Essential Driving Rules and Tips for Foreign Drivers in Sri Lanka

While driving in Sri Lanka can be a scenic and enjoyable experience, it’s important to stay informed and follow local road laws. Here are some key rules to keep in mind:

  • Drive on the Left: Vehicles in Sri Lanka drive on the left-hand side of the road, with the steering wheel on the right.
  • Speed Limits:
    • 40 km/h in urban areas
    • 60 km/h on provincial or rural roads
    • 100 km/h on expressways
  • Traffic Rules & Safety:
    • Seat belts are mandatory for all passengers.
    • Using a mobile phone while driving is prohibited.
    • Speeding, illegal overtaking, and driving under the influence can result in heavy fines or legal consequences.
  • Be Prepared for Road Checks:
    • Police checkpoints are common.
    • Always carry your driving permit, passport, and vehicle rental documents when driving. For more information on local driving laws, check out this guide to driving in Sri Lanka.

Final Notes: Which Option Is Right for You?

  • If you already have an IDP, go for the AA Ceylon endorsement — it’s quicker and more convenient.
  • If you don’t have an IDP, your only legal route is to obtain a Temporary Driving Licence from the DMT in Werahera.
  • Partnering with a reputable rental company can simplify the process. Many will handle the paperwork on your behalf.

By choosing the right option and preparing your documents in advance, you can enjoy a hassle-free driving experience during your stay in Sri Lanka.
