Sri Lanka is taking a significant step toward road safety with new seatbelt laws set to take effect from July to September 2025. These changes will affect all vehicle types, beginning with buses and extending to all private and passenger vehicles on expressways.

Here’s everything you need to know to stay compliant and safe, especially if you’re planning to rent a car in Sri Lanka.

Key Changes to the Seatbelt Law in Sri Lanka

  1. From July 01, 2025: All bus drivers must wear seat belts.
  2. From August 01, 2025: All passengers in light vehicles (cars, vans, SUVs) must wear seat belts when traveling on Sri Lankan expressways.
  3. From September 01, 2025: The law will expand further, requiring all passengers in all vehicles (including buses and lorries) to wear seat belts when traveling on expressways.

These changes, announced by the Ministry of Transport, aim to reduce fatalities and serious injuries, particularly on high-speed expressways like the Southern Expressway, Outer Circular Expressway, and Colombo–Katunayake Expressway.

Ensure Your Safety When Renting a Car

Planning to explore Sri Lanka by road? When you rent from a reputable provider like Malkey Rent-A-Car, you’re choosing safety, compliance, and peace of mind. They ensure that:

  • All vehicles are equipped with seatbelts for every passenger, not just those in the front seats.
  • Regular inspections are conducted to maintain roadworthiness and legal compliance.
  • Friendly staff guide you through local traffic laws, ensuring a stress-free travel experience.

So whether you’re driving to Galle, Kandy, or the Eastern coast—you can travel confidently, knowing your vehicle meets all upcoming legal standards.

Why These Laws Matter

Sri Lanka’s expressways are vital for fast and efficient travel—but with higher speeds come higher risks.

These phased regulations are designed to:

  • Reduce accident-related injuries and deaths
  • Align Sri Lanka with global road safety practices
  • Promote responsible driving and passenger behavior

Final Reminder: Buckle Up, It’s the Law (and It Could Save Your Life)

Whether you’re a local commuter or a tourist on a scenic road trip, it’s essential to stay informed and travel safely. With Malkey Rent-A-Car, you’re in good hands, well-prepared, fully compliant, and road-ready.

Sri Lanka’s iconic tuk-tuks, or three-wheelers, are a fun and flexible way to explore the island. But can foreigners or tourists drive tuk-tuks in Sri Lanka legally? Yes — but only after meeting specific legal requirements. [Updated in May 2025]

Latest Update from the Department of Motor Traffic (DMT)

In May 2025, the Department of Motor Traffic (DMT) issued a notice clarifying that foreigners must obtain a temporary Sri Lankan driving licence to drive tuk-tuks. This licence is issued only after a written test and practical training, as per the official guidelines shared by Commissioner of Motor Transport (Control), D.P.C. Udaya Kumara.

✅ Can Foreigners Drive Tuk Tuks in Sri Lanka?

Yes, but with conditions. Foreigners must:

  • Apply for a temporary driving permit from the DMT
  • Complete a written exam on local road rules
  • Undergo practical training with a certified local instructor

❗ Special Note:

Even if you hold an International Driving Permit (IDP) or an endorsed permit from the Automobile Association of Ceylon (AA Ceylon), you are NOT permitted to drive tuk-tuks in Sri Lanka.

These documents only cover standard vehicles and do not authorise you to operate three-wheelers in Sri Lanka.

📋 Driving Permits for Tuk Tuks: Requirements for Foreigners

To drive a tuk-tuk legally, you must:

  1. Obtain a Temporary Driving Licence – Issued only by the DMT
  2. Pass a Written Test – Covers Sri Lankan road signs and safety rules
  3. Complete Practical Training – Required for handling tuk-tuks
  4. Hold a Valid Visa – Your permit will match your visa duration
  5. Present Required Documents – Passport, home country licence, visa copies, photos

⚠ Avoid Unofficial Services

The DMT has warned foreigners to avoid unauthorised services or informal brokers offering tuk-tuk licences.

“No other organisation has been authorised by the Department to issue or facilitate driver’s licences for foreigners to drive tuk-tuks in the country.” — Commissioner D.P.C. Udaya Kumara

Unlawful licences could lead to fines, vehicle seizure, or loss of insurance coverage in case of an accident.

🧾 How to Apply for a Tuk-Tuk Driving Permit

Step-by-Step:

  1. Visit the Department of Motor Traffic (DMT) – Werahera, Colombo
  2. Submit Documents – Passport, visa, licence, photos
  3. Take the Written Test – In English or Sinhala
  4. Do Practical Training – With an approved driving instructor
  5. Get Your Licence – Temporary permit valid for tuk-tuk driving only

Plan ahead! The full process can take several working days.

🧳 Why Drive a Tuk-Tuk in Sri Lanka?

Many long-term travellers and digital nomads enjoy driving tuk-tuks because they:

  • Offer a unique, immersive travel experience
  • Are cost-effective for extended stays
  • Allow easy access to narrow village roads and scenic trails
  • Make your journey fun, independent, and flexible

🚘 Prefer Something Easier? Try a Rental Car

If you’re not keen on exams or permits, renting a car from Malkey Rent-a-Car is a safer, more convenient alternative.

You’ll get:
✅ Fully licensed, insured vehicles
✅ Chauffeur or self-drive options
✅ 24/7 assistance & flexible drop-off
✅ No exams or training required

📌 Final Thoughts: Tuk-Tuk Driving for Foreigners in Sri Lanka

To legally drive a tuk-tuk in Sri Lanka, foreigners must apply for a temporary driving permit through the Department of Motor Traffic, after passing a written exam and practical training.

❗ International Driving Permits (IDPs) and AA Ceylon endorsements do not allow you to drive tuk-tuks. Only a specific DMT-issued tuk-tuk permit is valid.

When in doubt, go the safe route — follow the legal process or choose a trusted car rental company like Malkey Rent-a-Car for hassle-free travel.

Sri Lanka has become a top travel destination, surpassing the 2 million tourist mark in 2024. Among the highest contributors to this milestone were visitors from India, reflecting the growing popularity of Sri Lanka among Indian travellers. However, one of the most common questions Indian tourists have is:

Can I drive in Sri Lanka with my Indian driving licence?

The short answer is NO—an Indian driving licence alone is not directly valid for driving in Sri Lanka. However, Indian tourists can drive in Sri Lanka by obtaining one of the following:

  1. Recognition Permit / Endorsement from the Automobile Association of Ceylon (AAC) -or-

Meanwhile, International Driving Permits (IDPs) issued by Indian authorities, such as the RTO or Indian Automobile Association, are based on the 1949 Geneva Convention.

Therefore, Indian tourists are advised to obtain one of the above permits before driving in Sri Lanka.

In a significant move to boost tourism, from the 27th of September 2024, Sri Lanka has implemented a free visa regime for nationals from seven countries, including China, India, Indonesia, Russia, Thailand, Malaysia, and Japan. This visa policy is effective immediately and applies to both tourists and those traveling for official purposes.

Who Qualifies for the Visa-Free Regime?

Nationals from the above-mentioned countries holding Diplomatic, Official, Public Affairs, Service, and Ordinary passports are eligible to enjoy this visa-free regime. However, it’s essential to note that these travellers are required to apply for Electronic Travel Authorisation (ETA) prior to their arrival in Sri Lanka. This application process will be free of charge under this new scheme, making the travel process smoother and more cost-effective.

Benefits of the New Visa Scheme

Under this visa-free initiative, tourists can stay in Sri Lanka for up to 30 days without any visa fees. Additionally, travellers can enjoy a double-entry facility, allowing them to re-enter Sri Lanka within 30 days of their first arrival. This makes it a convenient option for visitors looking to explore neighboring countries before returning to Sri Lanka.

For tourists visiting Sri Lanka, reliable transportation is a key factor in ensuring a hassle-free journey. Malkey Rent-a-Car, a trusted name in the car rental industry, provides a range of car hire services to help you explore the island at your own pace. Whether you’re traveling for business or leisure, Malkey offers well-maintained vehicles with flexible rental options to suit your needs, making your stay in Sri Lanka even more convenient.

Visa Extensions Available

For travelers who wish to extend their stay beyond the initial 30-day period, an extension can be requested by paying the appropriate visa fee. This flexibility caters to tourists and business travelers alike who may need more time to experience the island’s beauty and opportunities.

Applicable Only to Selected Countries

It is important to remember that this visa-free regime is currently limited to the seven nominated countries: China, India, Indonesia, Russia, Thailand, Malaysia, and Japan. Nationals from other countries will continue to follow the standard Sri Lanka ETA process, where applicable visa fees and regulations apply.

In a bid to streamline the visa application process for tourists, Sri Lanka has recently reverted back to its previous online portal for Sri Lankan Visas for travellers planning to visit the island. This decision is expected to simplify the process for foreign visitors, encouraging more tourism as the country continues to rebuild its travel sector post-pandemic. The decision has been welcomed by the travel community, as it offers a cheaper, more user-friendly interface, ensuring a smoother experience for tourists seeking entry to the country.

How to Apply for a Sri Lankan Visa

To apply for a Sri Lankan visa, tourists must use the official Electronic Travel Authorization (ETA) portal. The portal offers a step-by-step process for obtaining the necessary visa, and applicants will be required to provide essential information, including their passport details and travel itinerary.

Visa Fees and Categories

The Sri Lankan ETA system offers various visa categories, depending on the purpose of the visit. The most common categories include:

  1. Tourist Visa: For those visiting Sri Lanka for leisure or holidays.
  2. Business Visa: For travellers visiting for short-term business purposes.
  3. Transit Visa: For those passing through Sri Lanka en route to another destination.

Each category has a different fee structure. For detailed information on the current visa fees, you can visit the official Sri Lanka visa fee page.

Transportation Options: Exploring Sri Lanka with Ease

After securing your visa, the next step is to plan your travels within the island. For tourists who want the freedom to explore Sri Lanka’s breathtaking landscapes at their own pace, renting a car is a convenient option.

Historically, Sri Lanka has imposed significant import taxes and duties on vehicles, which makes it expensive for rental companies to acquire and maintain their fleets. As a result, these costs are passed on to the customers renting the vehicles.

Economic Crisis and Vehicle Imports

Since March 2020, the Sri Lankan Government has imposed a complete ban on importing motor vehicles due to foreign currency outflows. This lack of new vehicles in the market has forced rental operators to acquire them at much higher costs to maintain their fleets.

Vehicle Maintenance Costs

The import bans and increased duties on vehicle spare parts and other supplies have led to higher service and maintenance costs. Reputed rental companies need to keep their fleets in top condition, which adds to the overall rental expenses.

High Operating Costs

Running a car rental business in Sri Lanka involves high operational expenses, including maintenance, insurance, and staff salaries. These costs contribute to the overall rental fees, making it challenging for companies to offer more affordable rates.

Insurance Costs

All rental companies are required to possess additional commercial insurance for each vehicle used as a taxi or rental car. While not all rental companies and ride-sharing services comply with this, the additional commercial insurance obtained by reputable rental companies contributes to the higher costs associated with renting a car.

Conclusion

Renting a car in Sri Lanka may seem expensive, but understanding the underlying factors can help you plan your budget more effectively. If car rental prices in Sri Lanka are beyond your budget, you could consider more budget-friendly options like tuk-tuk rentals.

While the prices may be higher due to import taxes and operational costs, the flexibility and convenience of having your own vehicle to explore the diverse landscapes of Sri Lanka can often outweigh the expenses. By being aware of these factors, you can make informed choices and maximize the value of your travel experience.

Traveling with young children can be a wonderful experience, but ensuring their safety is of utmost importance. When exploring the beautiful landscapes and vibrant culture of Sri Lanka, it’s crucial to prioritize the safety of your little ones. One essential aspect of child safety during travel is having the right child seat. In this post, we will guide you through the process of renting a child seat in Sri Lanka, providing valuable information and tips for a worry-free family adventure.

Understanding Sri Lanka’s Law, Traffic and Safety Regulations

In Sri Lanka, car seats are not legally required, but it is recommended for children under the age of 6. Additionally, children under 13 are encouraged to travel in the backseat, particularly if you are driving on one of the high-speed expressways.

Regarding other safety regulations, if you are traveling in a vehicle manufactured in 2000 or later, seatbelts are mandatory for those in the front seats, including the driver and passenger. However, it is recommended that all passengers use their seatbelt, if available in your vehicle, especially when traveling on the expressway.

Research Rental Companies

Look for reputable car rental companies in Sri Lanka that offer child seat rentals. Many companies provide this service to cater to the needs of families traveling with young children. Explore online reviews and recommendations to choose a reliable provider.

Booking in Advance

To ensure the availability of a suitable child seat, consider booking in advance. Reach out to the rental company and inquire about the availability of different types of child seats based on your child’s age and height.

Types of Child Seats

Child seats come in various types, including infant seats, convertible seats, and booster seats. Understand the specific needs of your child based on their age, weight, and height, as well as the compatibility of your vehicle.

Car Seat Compatibility

Given that child seats may come in different formats, as well as there are vehicles that may or may not come with a 3 point seat belt or ISOFIX points, it is important to keep in mind that every car seat will not fit every car.

A vast majority of child car seats can be fitted with the 3 point adult seat belt.

What is ISOFIX?

The ISOFIX system is an internationally standardized method for attaching car seats. This system is known by different names in different regions, such as LATCH (“Lower Anchors and Tethers for Children”) in the United States, and LUAS (“Lower Universal Anchorage System”) or Canfix in Canada. It can also be referred to as the “Universal Child Safety Seat System” or UCSSS.

Isofix establishes a set of standardized attachment points, known as ISOFIX fixing points, that are integrated into cars. This allows child safety seats that comply with the standard to be easily and securely installed. Isofix provides an alternative method to securing the seat using seat belts.

Costs and Fees

Inquire about the costs associated with renting a child seat. Understand whether the rental fee is charged per day or for the entire duration of your car rental. Factor this into your travel budget to avoid any surprises.

Installation Instructions

When picking up the rental car, ask the rental company for proper installation instructions for the child seat. Ensure that you know how to secure the seat correctly to guarantee your child’s safety throughout the journey.

Usually to install a child seat via a 3 point seatbelt, you will have to pull out a length of belt, and pass the lap belt through the lap belt guides, then click the belt in.  Once you have clicked the belt in, firmly pull the shoulder part of the belt, so that it tightens the lap belt.

The advantage of renting a child seat from the car rental company itself is that not only would they ensure the compatibility between the car seat and vehicle, but they would also install it for you.

Inspect the Child Seat

Before accepting the child seat, inspect it for any signs of wear or damage. Confirm that all parts, including the harness and buckles, are in good working condition. Notify the rental company of any concerns and request a replacement if needed.

Returning the Child Seat

Return the child seat along with the rental car, adhering to the terms and conditions set by the rental company. Ensure that it is in the same condition as when you received it to avoid any additional charges.

Alternative Options

If renting a child seat proves challenging, explore alternative options such as bringing your own child seat or purchasing one locally upon arrival.

Conclusion

Renting a child seat in Sri Lanka is a proactive step towards ensuring your family’s safety during your travels. By following these guidelines and choosing a reliable rental company, you can enjoy a worry-free journey, creating lasting memories with your loved ones amidst the stunning landscapes and rich cultural experiences that Sri Lanka has to offer. Safe travels!
